Drains within a building run vertical for the most part, and bring the water and waste down into the ground where they will meet up with lateral drains that take the water sideways through the ground to meet up with the main system.

Who Pays for Drain Repair?
In Ontario, the municipality is typically responsible for the lateral drains and the main sewage system. On large commercial or industrial lots, however, extra lateral drains may have been constructed for reasons personal to you or your company. In that case repairs for the added lateral drains will be the responsibility of the land owner.
In more rural parts of Ontario, buildings are hooked up to smaller sewage systems such as septic tanks. In these cases, the cost of drain repair to all drains on the property including the septic tank will be the responsibility of the property owner.
